You are quite right, its the ignition switch at fault, Apparently its a known issue on VW Caddy vans using same unit. Its down to wear, the click you hear when pulling the key informs the computer that the key has been removed and the alarm system can set. If there's no click it gets interesting because the computer has conflicting inputs. New lock coded to key sorted it at independent VAG workshop but not cheap.
