I've seen the above as an option on the skoda website but not sure what it means. It's a zero cost option.

Does it give the option of a flat load sill into the boot?

No...it's not a flat load sill into the boot. It's a boot floor liner that also covers the backs of the rear seats...that's if my memory serves me correctly.
