Is the 2/3 minute delay in being able to use my front/rear screen wash and also my temperature controls / fan normal from switching the ignition on normal?

If so, can I disable it?

I can't recall having this problem when I got the car, 04 Octavia 1.9 tdi, about 8 months ago and wondered if anyone had heard of it before.

I have not had this problem and does seem a little strange.Maybe someone else might come along soon who has had it.
