Octavia speedometer markings

I have a 2007 Octavia, 2.0 TDI 6SP. The speedometer is in kilometers and there is a red arrow at 30 and one at 50KPH. There is no explanation in the owner's manual. Does anyone know what they indicate?

Its just to highlight the most important speed limits.

Its not on UK models at all.
