So, as the title suggests, are the felicia pre and post facelift headlights the same?

The pre facelift have a curved edge at the grill end but the facelift ones look straight. I think they are probably wider too.

The Felicia when it was first launched looked like

And facelifted they made it look more "Octavia" with the grill and square lights.

If you mean the bulbs then yes they'll be the same.

All the pick up/van headlamps are the same as the pre facelift.
