Spigot Locating Ring

dont meen to sound dim hear but what exactly are "Spigot Locating Ring" and how do i know if i have/ need them on on my wheels ( just put a set of 16" porshe wheels on with a converter ):confused:

Depends on what size the centre bore of the convertor is (you need 57.1mm)
