Throttle won't hold a constant rev

Just taken my 01 Octavia 1.6 for its MOT and the garage said they couldn't get the throttle to hold a constant rev between 2 - 3,000 rpm for the emissions test. I even tried and found it impossible. Once you get above about 1,200rpm the rev's just keeps increasing. I've not noticed any problems whilst driving, and cruising along is fine.

Anyone any idea's?

I've come across that when assisting with MOTs, especially on the 1.6 AVU engine. What I've found is that you can do it by loading the engine, by having all the electrics (lights, heated rear window, fan, etc.) on, the air conditioning on and having the steering on full lock. This gives you a little more control and it can be done with practice.
