Turbo Cut In RPM

Hi

I recently had to have a new turbo after my bearings gave in and provided imminent failure warning (Noisy!) at 100,206 miles. Main dealer wanted £1700!!!!!!!!!!! Local garage wanted £580 + VAT for a recon unit with 12 month warranty. The new turbo looked like new and has been installed. Only problem now is that it doesn't really kick in until 2000rpm. Two air mass sensors have been installed and programmed and the second one made some difference, but the engine does not seem to have the same get up and go as it used to unless I floor it in first or second gear. I used to be able to drop to third and relatively low speeds and the turbo nicely kicked in way before 2000rpm.

Can anyone offer some guidance?
