Passenger side rear seat - the bolt/barrel that the upright rest pivots on when you fold it down is missing.

Any ideas what I should be asking for and who to ask?

It sounds like you may need a bearing bush and bolt. Order from a Skoda dealer. Cost at a guess could be around £1.
