Fabia Brake Waring Light

My wife's Fabia has the brake warning light and buzzer coming on every time she touches the brake pedal. No bulbs have gone and I have changed all the bulbs, but to no avail. The local garage confirm all is working properly but dont know why the light and alarm is coming on. Can anyone help please?
