I have the same problem happen on my O2 FL 1.9 tdi 5spd... would be interested to know how you get on with this... Back in November 2011 the dealership very kindly under warranty put a new ECU in the car as well as replacing some wiring looms. Since then I have had the same issue happen twice whereby the dealership get the overboost fault when plugged in but cannot seem to find anything physically wrong with the vehicle. I have however noticed that when this occurs it seems to limit the power and the vehicle seems to go into limp mode??? I have just come out of its warranty period End of March.

If the VNT mech's not sticking, but you're getting significant boost overshoots, I guess logically the next possibility is a worn solenoid in the N75 valve. Luckily, N75s are fairly cheap, so it's worth a try.
