Brake light problem

Hey guys I was wondering if you could help me, I have no idea if what i'm about to describe is a common fault or whut. I have a mk1 fabia vrs and when I brake one brake light is dimmer than the other.

I have swapped the bulbs around and even brought new ones, but it doesnt seem to make a difference. Im not sure whether I have the correct bulbs in there... but, i'm so confused. The top light works fine, as do the indicators etc. :S

Any opinions/help welcome
