I would get a second opinion on that. I am no expert on turbos I should warn you but if you are not either then it would probably be interesting to see what another mechanic says.

The turbo on my Fabia vRS used to produce a loud hissing noise, like the sound of rushing air around 2k rpm. It was fine just the turbo producing it's maximum pressure and pushing the air through the pipework. If it starts whistling really loudly then you should start to worry. At this stage yes you can easily get a service exchange turbo, if it was to fail completely then you could still exchange it but oyu might not get full price for it. Your choice if you want to err on the side of caution. I'd probably keep an eye, or in this case ear, out for it and see if it gets any worse.

i'd be looking at pipework before i started spending big on a turbo personally, hissing is a sign of boost escaping from somewhere so unless the compressor housing is cracked i'd be very surprised if it's the turbo failing.

i had checked the pipework for a crack/leak but the dealear says they found the sound coming from the turbo itself.also there is a bit of oil seen on the engine shield but the dealer couldnt find the origin of the leak.

countryboy by exchange turbo did u mean u did it under warranty? my car is more than 5yrs old and out of warranty:(
