Yes. that's true...i am originally from czech republic. and yes it's mandatory. the reason is because the winter there is different than here in UK. Same as other countries around (near) czech republic. As i am driving home twice an year, i got a winter tyres plus wheels. ( 16inches)... And honestly saying even it is mandatory requirement is good to have winter tyres in winter period.
