Problem with heater fan in cold weather

Hi!

I have a 06 Fabia 1.2.

It has a very strange problem with the heater fan(and the rear window wiper). When I start the car in cold weather( below 0 Celcius) the fan doesn't work. The "AC" and recirculation lamp is switched off, and the rear window wiper does not work either. The radio works fine, as all other things as well, as far as I know. After a while (2 minutes or longer, depending on how cold it is) it suddenly starts working.

Any ideas?
