My Octavia 1.6 LX races while idle with revs cyling between 1500 and 2500. Do I need a new throttle body or can it be fixed?

Might well just need the tb resetting, need dealer diag equipment or VAG COM for this though.

My Felicia's 1.6 engine did that when a throttle cable clip came off and was put back on without resetting the throttle body. Resetting with a 1551 cured the problem.

It is diagnostic software which, when used with a laptop and a suitable interface lead, does much of what a dealer's diagnostic computer does (although the latest diagnostic computer is probably in a different league). Have a look at Ross-Tech's site below for more information on what it will and won't do.
