P0403 EGR circuit malfunction

Hi guys what could cause this fault code to keep appearing and when wiped off by a diagnostic tool it keeps on popping back up.

I have taken the EGR valve off and it is remarkably clean inside with no coking up and just a light carbon coasting on the interior as you would expect.
