Anyone know if the Black plastic bit that goes around the bumper is the same on the vrs as the standard octavias bumper?

Its the same, but people have found that if you order it new from the dealer they sit a bit short.

Used my previous strip from the Elegance the bumper when I fitted the VRS bumper, fits the same.
