Thats a Fabia vRS one.

Well I could be wrong, but the Fabia is a cylindrical one, I assume the Octavia one would be a panel filter, can't see how that's going to work.

does this bolt on where the air feed is in the slam panel?i mean remove the slam panel air feed and stick this in its place

No mate, literally just that circular filter & a tube of sealant lol!

That's certainly not the right filter for the PD.

Only possible thing is that it sits in the air intake hole in the air box and uses that to keep cold air coming in.

Personally I'd not go there.

Doesn't look right at all. Send it back.
