Did any Octavias come with footwell lights?

If so and mine doesn't have any, will there be wiring there ready to just hook up some lights?

Nope they only came with lights on the bottom of the front doors that come on when said door is opened

i've done a diy footwell mod with 48 smd panel lights best way to do it is join some speaker wire from the interior light above the mirror and run it down the windscreen pillar and over both footwell and join the smd panels and thats you got footwell lights or if you want join them to the puddle lights

For optimal functionality, they need to mounted to the underside of your seats, particularly the drivers seat.

Lets face, when you drop sometime on the floor, that's where it goes to hide

I have ordered some LEDs, going to copy you, but wire them up to the interior roof lights.
