HID Problem

, when driving at night and I go over to high beam, one of the low beam HID turns off, but not every time, it is mainly the one fitted to the off side, on a few occasions both have gone off, I rectify the problem by turning the lights off quickly and back on again, is there a way to prevent this from happening, or could it be a faulty ballasts.

Would earthing the ballasts help
