Car moo / whine when left to idle

If I leave my tdi to idle for say 30 seconds or more she starts to moo/ while in a high pitch if I blip the throttle it goes ... Any ideas

I've herd it could be a loose engine cowling?

Cowling ? Being the top cover or ? As mine is missing the top

Cover . I had a sneaky look just now when I got in from work the intake pipe is missing the bolt into the turbo housing and slightly loose going to slap a new bolt on it today
