Would these fit a Citigo?

VW fitment 16" 4x100 ET37 7J, apparently with correct vw hub centric adapters (are these suitable for a citigo hub?)

If so, any idea on the correct size tyres?

195/45/16 will give you -0.51% RR difference (negligable)

185/50/16 will give you 1.03% RR difference (well within recomendations)
