New key programming without old/original key

Good evening, everyone.

I own Skoda Octavia, 1999 year. Before few days I broke my original key and I bought a brand new one. I get the secret PIN code from the key chip, I have VCDS software and cable but without the old key I can't program the new one. Any ideas how to do that ? Thank you so much.
