Anyone ever had this problem just wondering if there's a way round this without replacing the lot thanks

I assume that you have halogen headlamps, rather than Xenons?.

 

If so, and you are reasonably mechanically competent, you could have a look at this thread - http://www.briskoda.net/forums/topic/227719-octavia-mk1-headlight-adjusters/.

 

I have done both of mine from this thread, and they now work smooth as silk, and no excess motor running.

Mine is constantly buzzing its nuts off on the offside all the time the lights are on, altho it does actually work
