Hand brake adjusted wonky

I have a skoda fabia vrs 2004 plate that has just failed it's MOT because the passenger rear wheel was still spinning once the handbrake was on. I went to get a caliper as I though this was the problem but when my mate who's a mechanic went to fit it he said he's sure it is the handbrake cable is seized.

Just fitted the handbrake cables and the connector for the cables in the car is still wonky and it seems one side is a lot longer than the other, when I tighten it up so the handbrake is more effective one of the calipers sticks on.

I don't know what's going on, any ideas?
