Electrical fault? Windows and fans?

So in the colder weather I have noticed that when I turn my car on and do the usual in the cold (put the windows down and turn the fans up) they don't seem to work straight away having to wait around 20seconds for them to work, my window wipers work fine, just wondering if anyone else has had this or someone may know why it's doing it? Thanks

Could be a failed fan resistor. Quite a common thing - had to replace mine a few months ago. You have to take out the glovebox which is only about five screws and the resistor is at the top on the heater casing. It twists to pull it out but it's quite awkward to get your fingers in.

 

Resistor looks like this....
