Rear number plate screws removal

Hi all wanting to replace the rear number plate screws on my 2004 vrs but there are rusty as hell and the alan key wont get them out. Any ideas.

I would use a drill to remove the screw head then remove the plate then use vise grips to remove the threaded part.

I ended up having to remove the interior boot trim and cut off the x2 bits the screws go into, then use bolts to reattach.
