Handbrake cable removal on a 120 (Help needed)

 I need to remove the handbrake cables from my 120 and I am completely puzzled by the final instruction that apparently allows you to remove the entire cable. To clarify, this is all being done without opening the drum brake.

 

Instructions from the shop manual:

- Remove the rubber plug stopping the auxiliary mounting hole in the brake backing plate (check).
- Proceeding through this hole, disengage the cable from the relay lever of the brake mechanism (check).

- Remove the retaining ring of the cable nipple holding down the rear end of the bowden tube and pull out the brake cable (what retaining ring? Cable nipple? Rear end in relation to what? Remove the ring from inside or outside the drum?)

 

The Haynes manual explains the final instruction thus:
- Extract the cable retaining ring from the rear of the sheath and withdraw the cable

 

 #1 is a retaining ring? In real life, it's a fused piece of metal that simply won't budge that was painted over at the factory. Is the material to the left of the ring removable (part of the handbrake cable) or not removable (an extension of the backplate)?

The clip you're talking about is located at #1 on the figure? On my car it's like a fused piece of metal that simply won't move. I think I'll use a dremel to grind it off.
