How can I tell if my ASV has failed?

I am in the middle replacing my EGR with the Darkside delete kit, along with EGR cooler delete & Innotec Turbo clean. Already stripped down, removed and cleaned the inlet manifold and refitted.

My concern is that also my ASV may be knackered.

I thought the flap should be closed when engine is off as it's supposed to shut off the airflow stopping the car when the ignition is turned off?

The flap closes for just about 3 sec after ignition is shut off, then reopens again
