Wondered if anyone knows of a good mapping software similar to Zeemaps but its free to use all the functions,

Google has a free limited API for their maps - https://developers.google.com/maps/licensing

 

Doubt you'll get a totally free service for you to use, mapping is expensive.

It is possible to use http://openlayers.org/ with OSM for free. However note http://wiki.openstreetmap.org/wiki/Tile_usage_policy .

Cheers all, will have a look at some point later, might just fork out for a month license on zeemap as I liked the ability to update the maps using Excel spreadsheets. Always worth asking though as some of the programs listed above might be worth a look at some point.
