Making window auto close work when key is off

When the ignition is turned on, if the window is open and you briefly press the up button, it will close the window all the way, which is great.

When you finish driving and turn off the engine by turning the key all the way off, if you've left the window open you think "ah, I should probably close that", so you press the up button and it only goes up while you're pressing it.

Two questions:

- why is this a "feature"?!

- is it possible to change it so that the function works both while the ignition is on and off?

My other car allows this, why not my Skoda I wonder...
