16683/P0299/000665 - Boost Pressure Regulation: Control Range Not Reached

Hi guys I need some advice or some information from you if anyone had any issues with this fault code 16683/P0299/000665 - Boost Pressure Regulation: Control Range Not Reached.

I am getting this code and no boost, I now this code can be a few problems and normally is to do with turbo or leaks so here is what I have done so far

Check waste gate actuator and replace (had this brand new from a previous turbo with manufacturer settings)

Change turbo chra (brand new)

Pressure test the from the turbo inlet on the air filter ( by doing this to 1 bar or less you can see any leaks up to the throttle body ) had some minor leaks on jubilee clips where joins the intercooler

Rewire MAP sensor from ecu ( someone told me it could be high resistance )

N 75 it's OK and diverter valve I had replace to a new one

If anyone can give some further advice or any help I am running out of options thank you. I have been to skoda main dealer they advised to change the turbo but turbo is like a new one plus my old actuator from the waste gate was fine so the turbo chra was fine before I had them replace.I have only replace them because I had the turbo off the car and to be 100% that they fine
