Dash cluster help

Hi all trying to output test on my instrument cluster it goes to start the test the needles move a little then stops doing the test. Normally the needles go all the way to max then min then goes half way around and stops.

Now I'm having a cut out problem on the dash and the engine could this point to the dash having a fault?
