Squeaking/rubbing noise from one front wheel

Got an odd squeaking/rubbing noise that seems to be coming from the nearside front wheel. Does it when stationary or moving, when turning the steering wheel at all in either direction. Happens on any road surface, even smooth tarmac.

Louder inside the cabin than outside, which is the weird bit. They forgot to remove the transport blocks on that very wheel before I picked it up (new from the dealer), and it has only done 4k miles. Any ideas? It isn't a metallic sound, and not a high pitched noise like a stone in the brake caliper either.

I have a similar noise on my octavia. Only 20k on it. Only can hear it when going slow in 1st or 2nd gear or turning. Just got it services break pads were checked and clutch.

Any ideas what could be causing it?
