Fabia mk2 2009 (1.4 petrol)  Electrical problem

Good evening ladies and gents

I have a problem finding the cause of the following problem

1. Instrument cluster back light is not working
2. Front left light and rare left light are not working
3. The Horn is not working


I checked all the fuses , all the fuses are working however there is not electricity at all in fuse 17, 31 , 32, 33, 34, 36 and  37

what should i check or do?
