How to secure spare wheel

During the Christmas period I decided to empty the boot of my 2002 TDI Comfort Estate. I could help noticing that the box containing the jack etc, was not secure. Removing the box and fishing the spare wheel securing bolt out of the box, I could secure the wheel directly with the bolt but then the jack box would not sit flush with the wheel. Finding the hole in the bottom of the jack box, I tried to secure the wheel through this hole using the bolt.

Unfortunately it seems as if the bolt is too short. The threaded part is 34mm long, part number 1J0803899, which as far as I'm aware is the correct one. The wheel is a full size spare. The bolt will just not hold. Anybody had similar problems? Have I got the wrong part or am I doing something fundamentally wrong?

Could you take a couple of pics and post them up to help visualise your problem?

Should the car have a space saver spare, has it been swapped at some stage?  

Should the wheel not be secured with bolt and the "jack box" secured within the inside of the wheel by a nylon strap?
