Activating DRL lights on Fabia

I've got a Fabia Mk 2 (2010) Elegence TDI (105PS). It doesn't have DRL lights, but does have fog lights. Within the foglight is another bulb, but it's never illuminated. Am I right in thinking this is the DRL light, but it's never been activated? Noticed on other Fabias possibly 2011 on they have working DRL lights. Not sure if my car was between models? Is this something that can be updated via VCDS ( which I'm due to buy in March), assuming the damn things are wired in?

If you take off the cover for the fuse panel there's sometimes a button there to turn them on.
