Front end clunk at low speeds

I have a very slight clunk / rattle from my mk2 VRS from the front. 

 

It comes from each wheel well as the wheel hits a crack or bump in the road but only at speeds of say 15mph or less.

 

I initially figured it was top mounts and seeing as the shocks needed changed I went ahead and did two front shocks, top mounts and drop links. No change.

 

I've had the car up on a ramp and even on MOT style shaker plates and everything looks spot on. No movement even with a pry bar.

 

I'm on the verge of giving up and letting it 'develop' to see what happens but thought I would check to see if anyone has encountered this before and has any suggestions?

As above, changed those a few weeks back. No difference. 

Universal joint?  Worse when turning hard at slow speed?

Front bumper and attachments. I once had a rattle that got progressively worse and it was loose fasteners on the front bodywork. More a prominent rattle that could really be heard through the firewall than a clunk though TBH.
