Why is there never a police car around when you need one?

I spotted this earlier today, driving through Sudbury, Suffolk:

 

If you look closely, you will see large nails sticking out of the wooden post.  Needless to say everyone in the left hand lane was giving this car a wide berth!

Phone 101 if you've hands free.

 

I had to do that last year for an erratic driver. Got a surprise just how switched on and organised the police can be.

Yes Police Scotland had to get a bit more switched on to reports from the public on traffic incidents and accidents after various cases of allowing people to die at the scene of accidents or lay dead for too long after traffic accidents where they never bothered responding with any urgency.
