Vrs 170 timing question

Hi guys been doing loads of reading on line about vrs not starting 1st time when cold take 2 attempts every time regardless of how many times I cycle the car, iv got vcds so iv checked the timing in engine measuring blocks 004 iv attached a picture to show my finding would you guys say my timing is out ??

any help very welcome as it's annoying me now
