Cruise and VCDS

I have googled and read a few threads on here, but all seemed to be older threads from 2013/14..

I am looking at late 2013 VRS estate tdI, it ticks most boxes but it’s missing cruise. 

I have full VCDS and have coded a fair few cruise control retrofits on Mk6 golfs, Sciroccos, Tiguan etc but not anything on a MBQ platform car,

some of the threads seem to say it needs the dealer to code it? Is this the only way or can VCDS also activate it? 

Getting hold of the stalk should be Ok as I have a TPS account, and I’m happy to fit it my self.

any advice would be great as going to see the car today!  (I had assumed it was the same as earlier cars and therefore easy)
