Is there some reason the EU Construction and use has not required that any Auto Pilot System is disabled if a seat belt is unfastened or the weight that was on a seat then is not there while the vehicle is moving?

There are seat belt warning sensors on the seats anyway in modern prestige and even basic vehicles.

The "speed" at which "regulations" are changed versus the (much more rapid!) speed at which technology "advances" (that's from someone who spent his working life in the product regulations and standards field)!
