Fitting license plate holder

This is going to sound like a stupid one but how do you fit a license plate holder? License plate has fallen off so got a plate holder but there are Just 2 white grommets so don't know how to attach.

Just hold the plate holder up then fit the plate and as you screw the plate in it holds the holder in place.
