Removing exhaust sleeve struggles

Currently attempting to replace the exhaust on my 1.6 GLXI Felicia (estate if it matters) AEE engine as far as I know. 

 

The mid box had completely come away from the pipe at the back of the cat, so that was easy to dispose of, now I'm faced with this god awful sleeve clamp (always hated these) where nothing seems to fit to remove the nuts!

 

They appear to be two different sizes, I've tried 11mm, 12mm, 13mm, 7/16AF, adjustable, soaked them in WD40 before trying the job, I'm completely at a loss as to what to do with these things, I can buy tools as there is a Halfords down the road from me, but I don't have anything heavy duty to hand like an angle grinder, although it doesn't seem like a bad idea to see if I can grab a reasonably priced one.

 

Does anybody have any tips for removing these? 

 

If my only option is to cut the pipe, can anyone clarify that it's safe to just chop it with the grinder while it's under the car?

Plan B is to grab a ratchet with a long extension (I don't currently have one of these) and take the downpipe off from the exhaust manifold, drop the whole thing out and then chop the pipe while it's off the car.

 

Any help would be very much appreciated!
