    I remember this from a few years back. I think it was a senior plod speaking at a conference or off the cuff not actually a real policy statement. It was resoundingly pooh-poohed as I recall.

I think the broadcast crossed south of the Scottish Border a wee bitty and could be viewed.

There will be those in the North that never got much reception and still do not even with Digital.
