Specific wheel lock position? And a rust question.

Reading the user manual for my Octavia 2018 it says that the wheel lock bolt shall be placed in a specific position on the "wheel side". I cannot find any markings telling me where the locking bolt shall be placed. My summer tires are on 17" aluminium rims and my winter tires on 16" aluminum rims (image), both types are Skoda original delivered with the car. I'm thinking it could be a "lost in translation" thing in my Swedish user manual. Can the wheel locking bolt be placed arbitrary, both in respect to the rim bolt hole and the thread in the wheel hub?

 

Also. When changing tires I discovered a fair bit of rust as seen in the attached image. Is this normal for a brand new car after 5300 km / 6 months driving on mostly summer roads? Perhaps it is just me being picky.

I think the locking bolt position is if you have plastic trims on steel wheels (if I'm reading the manual correctly) 

Wouldn't worry about the rust. Cast iron, it's unavoidable.
