Xenon Alignment Failure

Done a headlight alignment on the Octavia. Because it’s xenon I went into the headlight range module on vcds to put it into adjustment mode and adjusted the headlights and saved it.

But I found once started the car after after doing the alignment the left light returned to its previous position so I done the alignment again with vcds on it again

Every time now I start the car the car and lights do their adjustment movement when starting up the passenger light doesn’t return to its saved position 

Could this be a faulty light or motor in the light ?
