EML on and fans constantly running

Hi guys. My car has been (for as long as I can remember) running with the EML on and the cooling fans constantly run even after shut down or before I start the ignition. The temp gauge never hits 90 either and the cars idle rpm is a little high some times but it never overheats also the idle is a little lumpy.  I scanned the car and I said that the coolant temp sensor was either low or high not sure. Any way I replaced BOTH sensors the one at thermostat and the one by the radiator.  I clear the fault but the EML comes back on with the same faults. I've read somewhere that the loom rubs on the chassis leg under the battery and exsposes the wiring. I'm not 100% as I haven't had the time to investigate as anytime I go to do any work something comes up. I'm looking some pointers as I'm looking to leave the car into an auto spark this week or next as my mot is coming up.  Thanks in advance guys.
