Pretty sure you need a D1s rather than a D3s. Is this for a MK2 Superb (as per this section) or a MK2 Octavia (as per your profile)?

 

I'd also suggest you spend a little more and get bulbs from a reputable brand and supplier as there are plenty of fake xenon bulbs around.

 

For example:

Then the MK2 Octavia definitely wants D1s not D3s bulbs :)

 

As for the K rating, that's down to you... I think the best performance is probably in the 4-5k range.

The new bulbs are not working, I've tested them on the other side just to ensure not faulty and they are both fine.

 

Next step new ballast?

Sounds likely :)

 

You can also swap the ballast from side to side to check it's not wiring related. It's the silver module rather than the black one.
